Bug with Zephyr Tornados

OKay so i'm making this because i believe this is a bug that needs to get addressed, whenever im playing my Zephyr prime and im the host, when shooting my bow into a tornado not only does it change the tornadoes element, but i keep seeing large crit numbers being applied to ALL enemies inside the tornado, essentially killing them all off instantly, however when i am not the host, the tornadoes do not function this way at all.

 

Because when im not the host, and i shoot my tornadoes it doesnt transfer any damage to the enemies caught in it, it only changes the element type.

 

And because apparently this wont alloy me to supply a screenshot of the issue, i cant provide anything to help this out.
