It's been 9 days and I've tried all the tricks I know. Verifying Cache, Turn off 64-bit mode/Bulk Download/Aggressive Download, Switch languages, redownload the game from steam (Twice)

I can't reset my wifi due to the fact I don't actually have the ability to do so.

Anyone got any theories on how I can fix this?

i'm not sure exactly what the problem is... but if it's a regional server giving you the problem, you might try using a VPN to tunnel to another geographical area and try to update that way.

I have a similar issue when launching the game with the launcher since some windows 7 update. Couldn't figure why it doesn't work but I got a roundabout way to get in game and that's to use the .msi installer as a launcher. Hope it works for unfortunate souls like me.
