"The Sacrifice" Quest Not Unlocking

 I completed the apostasy prologue on PC and recently migrated to switch. 

Apostasy prologue shows up as completed however the sacrifice quest is still greyed out out and i cannot select it.

I've replayed the apostasy quest twice but I still cannot select it.

Have you done chains of harrow?

For me on pc it did not unlock until I did harrow quest. 

It does not say you need to in the codex. But i remember DE saying it was a requiement on a stream I watched.
