Fortuna Prisoner Rescue/ Instant Bounty Fail Bug

I was on the Search for Bodies part of the Prisoner Rescue Mission when I noticed that the timer was less than half of what it normally is, and after searching the entire yellow circle area I only found one corpse. There were no caves nearby, so that only leaves me to believe that they didn't spawn or spawned outside the Player Accessible Area. No problem, I will just pick up another bounty and try again... Or not. First Mission of the Bounty was the same one that I had just failed, and once I got to the Yellow area, Instant Bounty Failed Message. Also, I found in one Prisoner Rescue Mission that the corpses stacked like so.
