Large Sections of UI Not Loading

For a while now I've been having an issue with UI refusing to load certain things. I was hoping fortuna or the subsequent hotfixes would fix it, but it appears not. It makes the already frustrating new UI a nightmare to try and navigate.
 

Here you can see what I mean. It is worth noting that items I select without their thumbnail loaded often have trouble loading their textures, appearing pixelated and muddy. You can see that on Ivara's hat after I select her. It's also worth noting that when I visit the arsenal, I can't actually click on any of the categories that haven't loaded. It's like the button itself hasn't loaded. 

These issues don't always happen. Sometimes I start the game and there are no issues, but most times it's like this.
