I had 2/5 Delicate Pobber tags, went hunting for it, captured 3 (mission reward screen also showed 3 tags), return to Biz and..... I had 4/5 Delicate Pobber tags. So I thought that maybe I was wrong, 1 hour later and I noticed it again so now I'm pretty sure that something is wrong. In both cases it was Pobber tags and in both cases I was given 2 instead of 3, not sure about other tags.
