AoE damage does not work with Zephyr's tornados unless I'm host

So I've been using Zephyr Prime as my go-to warframe for Fortuna, and I usually end up as host, and I really like using AoE weapons like the Lenz or Staticor with her because of how they hit the tornados all at the same time which allows me to nuke ships. Except that when I'm not hosting, it doesn't seem to work that way at all. The tornados don't seem to get hit by the AoE damage when I'm not host, only by the direct projectiles like the Lenz's arrows or the Staticor's bombs. Anyone else having this issue?
