Vauban Prime Teleport

Ahoy all, I was playing Void Survival mission last night and was on with a Vuaban who would blurr Teleport from location to location. The effect was sort of like the movement that girl in the movie The Ring would do, flash sort of staticy movement.

Has anyone seen this before; they also had a Bistealle/ Tesla build where the Tesla balls were up in the air and on the ground.
