Hydroid Undertow Surface Graphics Missing

The watery surface effect for Hydroid's undertow is missing. I tried turning the graphics setting to high, no effect. 

If you're on the stairs or some other elevated position, and look almost straight down, you can see the effect partially cover some angled surfaces, but it disappears/reappears as the camera rotates.
