Specter Limit

So since fortuna, I've noticed that I cannot spawn more then 2 specter at a time, while prior to the update you can spawn: 1 warframe, 1 of each syndicate, clem, bombard, and heavy gunner | per players

But now you can only spawn 2?

I don't see any patch about specter limit changes, so this must be a bug right?

Fix Plox, I wanna summon my demon army of specters again

This happened to me a few times by random in 4 player squad, but I was able to switch to operator mode to use more specters. But this time, operator mode won't let me throw any more specters. Using specters throws yellow balls that randomly never disappears, and is preventing me from throwing any specters for the rest of the mission.
