Ammo pickups and refils

I had an idea a while back about making the ammo pickups and ammo refills percentage based (magazine or ammo capacity percentage) instead of amount based. You see, with weapons like the Kohm, you need a ton of ammo to refill it because all the pickups are amount based, as well as it being a shotgun. Same with the refills. It takes around 6 ammo refill drops to get the Kohm back up to full. It goes the other way too: too much ammo and therefore wasted ammo for things like snipers, Opticor, and other weapons. If we make the drops and such percentage based then we won't get as much ammo droughts or floods.

Scarce for weapons that have more ammo capacity (generally full-auto things that run out faster) and plentiful for weapons that have less ammo (that generally don't go through it nearly as fast)? Is that what you are saying? Because that is the result. I don't see the use in that.
