Set Mod Bonus not increasing when equiped on Garuda's Talons

I noticed that my gladiator mods equipped on my Garuda's Talons does not increase the set bonus it provides.

I have two gladiator mods on my warframe and one on my talons, but it only shows 2 set bonus.

Since Garuda's Talons counts as an exalted weapon for some reason,

it does not benefit from, nor contribute to the set bonuses.

That seems a bit weird because you cannot equip gladiator mods onto Excal's exalted blade and Valkyr's Talons. With that I presumed that Garuda's talons might fall under a different category that's why we could equip the gladiator mods.

As of a recent undocumented change, set bonuses have begun to apply to exalted weapons only in game. This can be seen very easily by using the Sacrificial set on Valkyr Talons to achieve Orange Crits. All other set bonus effects can be observed while equiped on Exalted Weapons, including Garuda Talons.
