A question on the drop rate of Tower White (Dye)

The dye “Tower White” should be dropped by Rogue Condroc upon kill,

but only the group of the three has dropped and I have never seen any from those in the sky or by the shore,

is it possible that there is a drop rate issue with this dye?

When I was farming tower white - I personally farmed about 800 pigments - I never got a single drop from any condroc that STARTS in the sky (ie the ones on the left side by the ocean).  The only drops were from ones that spawned on the ground - if they took flight from there that's ok they still might drop white.

This is probably the worst farms I had to do, along with chasing the plains rats. All of them have "a chance" to drop the pigment but try to avoid the flying ones especially near or above water since they'll drop the item into the water. Whoever came up with this idea of having PoE critters (not enemies mind you, bloody critters) drop pigments, I hope they die alone.
