I just played The Sands of Inaros quest nomally but in one day when The Chimera Prologue quest has come and I played it without finished the Sand of Inaros quest when I finished the The Chimera Prologue quest I want to continue the Sands of Inaros quest but I got some problem. When I re-active Sands of Inaros quest and fulfill the third challenge(I got some picture look like a Bursa ) I try to fulfill but it didn't grown up .Then I make sure to destroy &hack all of Bursa(red/blue/white) or Check the gear wheel to see a Vasal but the Vasal still didn't grown up. and I try to re-active a quest again but It's didn's work.
