what do you mean by "how rank i need"? you can get them at any rank, you just need to find the blueprint and craft it

You can get blue prints at any MR, but sometimes you have to reach a specific MR to actually build the thing.

For example, I have all the parts and blueprint to make Akbolto Prime, but I won't be able to actually make it until I reach MR13.

Do you maybe have trouble finding Blueprints in the Market?

Most of the weapons / Frames / whatnot in there will have a "Buy Blueprint" option on the bottom of their respective page,
or for Clan Research items, tell you what Research section it falls under when you go to the second tab at the top.
