Is primed flow vaulted?

I've been playing for about 6 months on PC, but I've never seen it in Baro's rotation. Based on the wiki, it looks like it was last here in 3/2018. It seems like a long time for it to not show back up compared to most other items. Was it taken out of the rotation?

Primes mods don’t get vaulted.

They tendo to have a certain rotation, but this year it was messed as hell so no, its not vaulted, just a lot of delay on it for reapearing again

In a sense yes although we don't use "vault" for primed mods. They are just not available from Baro (yet).

Primed mods don't get vaulted, so far it can be seen as nearly the longest delay to it reappearing.

mods getting vaulted, don't give them any ideas; granted some mods could be just trashed all together or revampped. 

Imagin if certain mod rolls became vaulted (like cant get rolled that high anymore) but existing ones left untouched.  they'd be priceless.

As others have pointed out, mods are not vaulted. Only prime gear gets vaulted, others may be event exclusive items that according to DE should become available eventually. Though who knows when that will be since they said that years ago and still haven't followed it entirely trough. With primed mods it is entirely up to RNG what Baro Ki'Teer will bring but if you are truly concerned you might want to keep an eye out for Tennocon next year, as when you buy a Tennocon ticket, you get access to a special temporary relay where Baro Ki'Teer will sell every item he has ever had in his inventory up to that point.
