Requirements for bounties or PoE

Lots of newbies troll joining high-tier bounties on purpose or not, wander and die.
Some of them don't even know how to bullet jump, and have no Archwing, almost a necessity now.

I think restrictions needed, like requiring proper MR or cleared quests.

Restrictions on PoE and OV are also good solution because battles and activities are really different from other missions.

What do you propose as the MR requirement?

• There are already some MR restrictions placed on them.

I am going to ignore how irrelevant MR is. 

• And requiring cleared quests is totally pointless. Some people just do not do them. This would lock them out of content.

• Actually I didn't realize the MR restrictions exist because I feel really tough with low MR'ed Tennos. Some missions are relatively hard to carry.
• "Cleared quests" was my misstatement. I meant The Archwing quest. Archwings are getting more considered as necessities since Archwing Launchers became infinite use.

Ghoul Purge Bounties seem to have no requirements, squads for T4 Bounties are filled with many Tennos MR 0-2
