Operator won't appear in The War Within quest, return to the mountain

When i was replaying the war within quest when i got to the last part my operator wouldn't appear on screen or anywhere.

i was just stuck moving my head around.

If i restart the game it just brings me back to it and i stay stuck and i can't make it stop.

if I can't get it working i have to restart on a fresh account and i really don't want to lose everything I have done so far.
