Orcus Relay: Mastery 8 Locked

Not sure if this is the right forum, but I noticed something in-game and I really can't understand it.

I need at least Mastery Rank 8 to enter Orcus Relay, Pluto.
This got be really bummed because I couldn't check out Baro Ki'Teer, and he even had a color pallette that I wanted. And maybe there were some good primed mods too.
Worst thing is, WHY THE HELL IS A RELAY MASTERY LOCKED?!

It's always been like that. I remember originally being frustrated as well when I noticed that I can't check on Baro's wares thanks to being too low MR, but that motivated me to rank up my MR, which brought me away from a "comfort zone" I spent over 300 hours in, and in turn made me enjoy the game more. I know my situation might be more unique, but I still think MR locking relays is a good way to motivate people to move forward.

Shouldn't you be easily able to get to MR8 until you reach Pluto?

I'm currently playing on a new account on the switch version and it looks to me like that.

Except of course, when you got taxied to Pluto. Is taxying still a thing? Anyway, if somebody taxied your there you were not supposed to be there anyway.

Ever since Specters of the Rail, this isn't possible anymore. You have to do junctions to unlock new planets.
