Control Modules pick ups can come in one or two at the time, sometimes (on even rarer occasions) three. A few days ago, I fought the Hyena and got 2 control modules from a single loot. Also, if you take your time to search crates and containers, you can find control modules in Neptune as well. In fact, I had more luck with these than the boss itself a little while back.
