Can't use Virmink Lure

When I made it to the rank of Outworlder, I accepted the Virmink lure as the prize. Remembering that trying to equip the Pobber lure did nothing, I decided to just go out and try to catch some Virmink. When I got there, only the Pobber lure was available. But I could still find Virmink call points. I tried going back to Fortuna, as well as my ship, to uselessly equip it. Still nothing. I tried un-equiping the tranq rifle, doing a mission, and re-equiping it. And finally I tried selling it and purchasing it. Again... nothing. So am I missing something? Because it wouldn't surprise me if I am.

When you hold the Tranq rifle, a box should appear on the bottom right of the screen that show you have the Tranq rifle and a lure.  Hold your selection button and the button that goes with the lure and it should pull up a gear selection box that allows you to select the Virmink lure.
