Incursion Challenge Rivens only unlocking one when equipped across multiple weapons

 

I had 3 different rivens, all stating to complete an incursion with a dragon key equipped, same riven challenge. Equipped, one riven on my secondary, one on my melee and another on my primary, only one riven unlocked, the one on my secondary. I had 2 dragon keys equipped and tried this twice, I had 2 secondary rivens that were the same. Both times the secondary riven unlocked and the others did not...

Onto more incursions, oh wait, it's night, now I gotta wait...
