Get knocked down two-three times in a row which is not at all uncommon and you might never get up to put that Life Strike to use if you have the default recovery speed. Primed Sure Footed is basically the same thing only a wee bit faster and yes, judging from that comment it looks like they are both grossly underestimated. While you're not knocked down on the ground with it, it still has recovery time during which you cannot do anything and it is only about 50ms faster than Handspring - they just have different animations for that recovery time. So, PSF is marginally faster and can sometimes be better because you're not getting knocked back as much, potentially off a ledge etc., but you're gonna be nailing it to the frame with that polarity and capacity cost.
