At higher MRs having less mods slots does become less of a hindrance however underleveled frames have lower stats and may still have abilities locked completely which can make those players a liability to the rest of the team. Sure you and I may be able to handle it and still play an equal part (for example on Hydron I need my Ivara to at least have Dashwire Arrows and Prowl and I'm able to out kill even Saryns with ease) but not everyone would causing problems for the mode such as people quitting or games being failed.
