Warframe Vazarin Insta Revives are not replenished when entering Fortuna from the Vallis

I've been farming some heist phases and I notice that if I use one of the insta revives (mending soul) of vazarin on the vallis and go back to fortuna to get another heist, my warframe insta revives are not replenished while my operators ones are.

Can't say I've noticed this one yet, might be because I use my operator ones first, but I'll keep an eye out for this.
