Sands of Inaros stopped working

I wanted inaros, so I started his quest line, and it worked up in till the third vessels challenge. At first it seemed like the game wasn't letting bursas spawn in my missions. Then after around 2 weeks of trying I finally found one of the denial bursas I needed, and after killing it baro popped up like usal to tell me I had found the right target and to kill more. However I have not had him pop up since, not even when I log back into the game. I've set and unset it as my main quest, kill bursa after bursa, but he hasn't said a word to me. The quest will not progress and I don't even get the screen effect when killing the bursas anymore. I've taken the urn to every mission I've done, and tryed taking it off and putting it back on, but that didn't seem to do anything. I've done other quests, but as soon as this one is set as my active quest again I get nothing.
