Are they worth forgoing a melee weapon to use?

If you like them, yeah. They have a high Status Chance so a CO build is certainly viable, and their lack of range isn't as terrible a factor when you consider that she has 2 leaps that hardlock onto enemies.

Unless you just really like them I'd say no.  Their DPS and crit chance are pretty meh, and the only really stand-out stat they have is 30% status, but that doesn't mean much when plenty of weapons with the same or better status chance have higher DPS and crit.

If you enjoy using her Talons enough, then yeah I don’t see a reason why you shouldn’t use them.

Garuda's talons are no doubt my favorite melee weapon. They feel amazing to use, and have good stats. If they suit your preference, absolutely use them on Garuda.

I'd say it's a matter of preference.  I prefer to use another weapon.

I don’t think so. When i play her, i use a normal Melee Weapon because there are ones that kills higher level enemies faster than her Talons. The Finisher Damage from them is nice but the killspeed is still low on them.

For affinity, yeah.

I ain't really digging Garuda but she strikes me as a good gun levelling up frame. Equip one gun, hoover up all squadmates' affinity to that weapon but still help out killing with Talons (and maybe hoover that affinity into a focus lens on frame).

As claws go Garudas talons have longer reach and higher base damage.

Youll wind up using them most often after a leap as a finisher.
