Plains of Eidolon Incursions not initiating? (need confirmation)

I went mining and recalled there was the slim chance of getting bullet dance from incursions so I went and tried to get some, every time I arrived at the area nothing happened, in fact not even Lotus nagged me about the incursion or even the time running out, I was there in a big yellow circle as if I wasn't present, I was also playing solo, am I the only one?
