Unlocked nodes on star chart blinking blue diamonds

Since the Fortuna update for Switch I've noticed most of the locked nodes on my star chart are now blue diamonds, which may or may not be the same from pre-Fortuna, but now they also blink  randomly. I would -expect- only the unlocked / accessible nodes to be flashing to say "hey, there's something you can do here" but having the locked ones flashing seems unnecessary. 

And by "randomly" I mean node paths on planets that I have not unlocked at all are blinking, but not -all- the locked nodes and not all the time.  I thought maybe it was locked void missions triggering the blinking or maybe it's indicating there are active missions at those nodes that I don't access to / visibility of because I haven't unlocked the path? Again, seems unnecessary because chances are I'm not going to unlock all those paths before the missions expire.
