Neroo01
First answer is 4GB Ram not enough for Orb Vallis windows uses 1.7/2.1 GB of Ram while Orb vallis is using another 2.1GB ingame counter + graphic driver plugins (You can see overall in task manager). Best solution is to upgrade your ram 8/16 GB's at least.

All I know Warframe is not memory hungry

Off may worsen to doing it every time level loads. Stutter and higher CPU usage for the first few seconds up to a minute of starting any mission. 4 GB is maybe not enough RAM for Orb Vallis. Windows operating system can use system storage for swap file for extra memory, but it will be very slow and will stutter. Maybe the crash might be from running out of memory. 60 FPS while not moving with 4 GB RAM have a reason, it is not accessing all the memory. Some unused memory might have been moved into slow swap file due to limited memory.
Qamelion
The stuttering is caused by not enough ram.
