What are some desired Prime Mods that wouldn't cause Powercreep?

Primed Looter - Destroys container through wall. It just doesn't make sense as to why it requires line of sight.

Primed Firestorm/fulmination - +50% aoe radius.

Everyone starts suggesting S#&$ that literally just boosts damage, as though regular Intensify isn't already included in a lot of minmaxed builds.

Obviously this would be a massive change, but maybe splitting QoL and strength mods would make the game more interesting.  Exilus sort of does this, but it's only a single slot and there are still the Drift mods which, even though they only boost by like 15% or whatever, are still going to show up in lots of builds.  Having a second page or 4 or whatever slots that are reserved exclusively for stuff like the ammo mutation mods would be interesting for builds, there could be dimensions to whether a build is good or not other than whether it hits harder or further.  Hard to really gauge how something like sprint speed mods would work, though, 'cause for frames like Volt that'd be an auto-include and the whole point of having these extra slots is to avoid the auto-includes and make them more about subjective preferences to deal with the annoyances a player might experience.

Companions sort of do this, it's why everyone's always got Vacuum or Fetch going, but because companions die so easily and because there's so little you can do to stop that you'll often have all your QoL stuff taken away mid-mission.
