Let's just jump straight into it.

===== Base Stats =====
Health: 250 - 750
Shields: 100 - 100
Energy: 100 - 150
Armor: 200 - 300
Sprint: 1.0

=====Terminology=====
SWPE: Stands for scales with power efficiency.
SWPR: Stands for scales with power range.
SWPS: Stands for scales with power strength.
SWPD: Stands for scales with power duration.

===== Abilities =====
P: Master of the Unseen
Cull takes 50% reduced damage from enemies outside of his field of vision.

1: Eldritch Ritual
Cull impales a target enemy, dealing 250/500/750/1000 SWPS puncture damage and suspending them off of the ground for 9/11/13/15 SWPD seconds.
If the enemy dies while on the spire, then it is sacrificed, and Cull gains a permanent +20/30/40/50% SWPS buff to all damage he deals to other enemies of that same type.
This can stack up to 10 times, but all stacks are reset if a new type of enemy is sacrificed.

2: Call of Madness
All enemies within a 16/19/22/25 SWPR meter radius are inflicted with a madness that causes them to move 50/100/150/200% SWPS faster, until they attempt to attack.
At which point the speed is removed and they are frozen motionless for 3/4/5/6 SWPD seconds.

3: Unknowable Terror
Summon an invisible, untargetable beast to stalk the battlefield around you for 15/20/25/30 SWPD seconds.
As you attack enemies you build up your pact with it, which amasses strength equal to 40/60/80/100% SWPS of the damage you deal with your weapons.
If your pact has any strength at all then the creature will mercilessly attack enemies outside of your line of sight, consuming strength from your pact equal to the damage it deals.
Every attack made increases the creature’s attack damage and speed until your pact strength reaches zero.
(If an attack deals more than enough damage to kill its target, than the overkill damage is returned to your pact)
(Pact strength is preserved between casts, kinda like Garuda’s Dread Mirror)
(Unknowable Terror can be modded like an exalted melee weapon)

4: Glimpse of Infinity
Cull begins floating above the battlefield as he starts rapidly healing for 10% of his max health per second, until his health is full.
While Infinite Horror is active, Cull cannot drop below 10 health and is surrounded by 4/6/8/10 SWPR meter storm of eldritch power that deals 200/250/300/350 SWPS toxic damage per second to nearby enemies.
Each second that Infinite Horror is active increases its range by 1 SWPR meter, and damage per second by 200/250/300/350 SWPS.
(Glimpse of Infinity can not be used while at full health)

===== Acquisition =====
Upon Cull’s release, there would be a few new Red Veil NPC’s added to the iron wake.
Three of them stand outside of the entrances to a strange room and mutter stuff as you pass them by.

75xj29d.png
(Red Veil guy in water)
Something’s tainted this water.
Is it some kind of Grineer toxin or-
...Or is it something else?...

uBsYW7n.png

(Red Veil girl in broken place)
The iron wake crumbles.
Why?
Is- Is it the trees? or…
No.
No it’s the trees… it has to be.

RUoCK3R.png

(Red Veil guy near hole)
*muttering* We found it in the dark.
Thought it was of the holy Rell, but…
*whimpering*
It… It calls to me in the night.
Whispers in my dreams.

We should never have brought it here.

VYOZ6or.png
Once within the room you find a strange alter, that offers you a choice to sacrifice your currently equipped warframe in exchange for one of the three parts needed to build Cull.
Note that these are not blueprints, these are fully built parts.
And the alter only accepts level 30 warframes.

If you choose to sacrifice your warframe then you will be stuck in your operator form until you leave the iron wake.

As you do the things needed to build Cull, you will hear whispers speaking to you.

(Purchasing the blueprint in the market)
Retribution for my crime.
Forgot now, removed from time.

But through this penitentiary.
There slips a peice, a memory.

My final hope, to mend this brake.
A secret brought to iron wake.

(Interacting with the alter, and bringing up the sacrifice options)
Let me out, or let me in.
I cannot be, where I have been.

Accursed thing, that cannot die.
It made a pact, and told a lie.

I cannot touch, I cannot see.
Destroyed my fate, my destiny.

Now you wish, to bring be back.
But you know not, the thing you ask.

An awful truth, you can't avoid.
To create, you must destroy.

(Acquiring the Neuroptics)
Embrace the pain, and face your fears.
I see you now, I know your tears.

(Acquiring the Chassis)
With this, I touch the dying light.
I feel again, the lost one’s might.

(Acquiring the Systems)
You challenge fate, and death unearned?
My life renewed, my blood returned.

(Attempting to interact with the alter, when you have not finished the second dream quest)
The illusion holds its flawless seam.
But you're still lost in layered dream.

So seek the truth of what you are.
Hidden deep, and safe so far.

(Attempting to interact with the alter, when you have not finished the war within quest)
You can not save me from my sin.
While you still fight the war within.

So clear your mind and take a breath.
I’ll wait for you, in living death.

(Attempting to interact with the alter, while you have an underleveled Warframe equipped)
A worthless gift, that lacks a heart.
No sacrifice when torn apart.

You must spend time, to bond, befriend.
You must feel pain, when comes its end.

(Backing out of the sacrifice options without sacrificing your warframe)
Too steep a price? I understand.
You shouldn't sate this dark demand.
(Or)
You’d leave me here? You’d run and flee?
The wisest choice... Just leave me be.
(Or)
Did you not hear? You think I jest?
The price is set, my grievous debt.

(Claiming Cull from the foundry)
You found the door, remade the key.
Through sacrifice you’ve set me free.

The foolish oath, that I have sworn.
Is broken now, I’ve been reborn.

I thank you child, who heard my plight.
In this new form, I join the fight!

And that's about it.
Thank you for your time.

So I was playing around with photo shop because it's funner than actually drawing.

85pt5u4.png

Not sure if I want to add it to the main post, because it doesn't look quite right for Cull.

Though I doubt that I'll ever spend the time drawing him for real.

So maybe I should add it to the main post just so people get a general idea?

I don't know... I could use a second opinion...

You are disrespecting every single soul by being non decisive in this case. You have created a strong Warframe and you have followed your concept with AN EFFING GREAT   visual representation of it.

Do not even question yourself here, PUT THAT PHOTOSHOPPED PIECE OF ART WITH THE CONCEPT. SERIOUSLY TALK TO DE, THIS CONCEPT IS GREAT.

Wow. Okay, that's quite the strong reaction.

Alright, I'll put it up.

really good, although i'd try a different look than Feyarch Oberon's skirt for the waist hanging.

Maybe... But when i was looking at skirts/waistbands/coat tails that one seemed to work the best for Cull's fading out of reality skirt-ish thing.
There probably are better options out there, but I can't look at cosmetics or change the color when previewing warframes I don't own.
