Well a bit hard to explain really, I seen scarves, cloaks, capes, etc, all sorts in many games. I know in Warframe the Repala is the most popular one it seems from what I saw.  But I feel more can be done for these.  

The best cloak/Cape I ever seen in any game ever, was in something very old, Everquest 2.  Their was a set of Cosmetic shop bought Capes/cloaks that had a Moving animation on it, my favorite one which looked best on Paladin characters was a Cloak that had a blue sky with a animation of clouds going by on it.  I wish I could find a video of it but its very very difficult to find, cant much less even find a picture. TBH if I downloaded the game again I could probably video record it from my old account to show it.  

But yea, I wish their was more Cosmetics in Warframe that has some sorta particle effect or animations.  That set from that trader that comes around every few weeks is a nice example.

Scrolling emissive is doable and many Tennogen artists have used it, just check the market
