Make conclave matchmaking ping based instead of based in regional settings.

Conclave players are currently a small amount when compared to the rest of the active playerbase, and having them spread across 2 matchmaking pools (RC on/off) 4 game modes (FFA, TDM, CtC, Unaro) and 6 regions (EU, RU, NA, SA, OCE, Asia) can make it a bit hard to find matches sometimes, so conclave matchmaking should prioritize ping to active lobbies (first to servers, then to other peers) instead of region setting to make finding matches easier.

The reasoning:

As it currently stands, there are are [6 regions × 4 game modes × 2 player pools] = 48 different possible pools of players (24 for those who lost access to RC) which is far too much for such a small playerbase. 

Since the second logical step after dedicated hosting (match/server browser) hasn't been developed and requests for it don't seem to be going anywhere, it would be a low effort way to make finding matches more easily, reducing the "cOnClAvE iS dEaD" feeling of some players.

The reason to remove region matchmaking are simple:

•RC has been created as an attempt to keep inexperienced players apart from experienced ones (its implementation being lackluster is a completely different thing)

•Game mode split is there to help players find others willing to play similar stuff (i would gladly sacrifice CtC in order to reduce the spread of the pvp playerbase, or at least make it rotate with the variant modes)

The idea:

I'm not sure exactly of how hard would it be to code this, and the idea might be a bit hard to explain but i'm sure someone cpuld get it and refine it a bit.

In this system going to the conclave console should search for any ongoing match within the ping limit threshold and prioritize depending of ping first and hosting later (first server hosting and then peer hosted if matches of similar pings are found).

Alternative:

Give us a "Any" matchmaking region setting that allows us to join lobboes anywhere in the world. This could require to let us choose chat server region and matchmaking region independiently from each other.

Pros:

No more region hopping in hours of low activity.

No more abuse of matchmaking settings to trivialize the game mode as certain partner advertised long ago in one of its videos.

Cons

Would require the ping limiter to actually start doing something, which would benefit the game as a whole so it's not really a bad thing other than perhaps the resource investment required.
