Prime Access, Prime Vault and Landscapes

Right now relics for stuff from Prime Access is in both Plains and Vallis bounties, but last time around when Nova Prime was unvaulted after Chroma Prime Access, both bounties were filled with relics from Prime Vault. I think its time to set some rules. So lets say something like this: both landspaces have only Prime Access relics, unless there is a Prime Vault open, in that case only Vallis has stuff from Prime Vault and Plains have only Prime access.
