matchmaking with others players not join them on public only low players like 1 or 3 not 4 players

i have the issue when players on public join they can't not join them only me and what happened on public guys i want try a mission and there only join 1 them and 2 or 3 not 4 players join them and have anyone on nintendo switch public join bug or also im try matchmaking with public mission there is no others join them im alone do a mission and that is sad there is no others on public join them pls guys can the devs will this fix asap im try all days for matchmaking and there is no others join them on mission 😢😞😢😞
