If its just experience from bumping into lots of speakers of said language that's acceptable as well, I dont personally run into that many chinese speakers through my days in WF though. I ran into a few myself. Granted, I use English for Warframe, but I suppose the existence of having an actually decent (if sometimes a bit amusing) traditional Chinese and simplified Chinese translation for the game would indicate that yes, there's probably a large enough community for it. DE told me that they still not hire the right people who understand Chinese gamer culture as the official moderator. It is entirely possible that a part of the deal of publishing Warframe in China was that DE never makes there own "China version" of the game...
