Focus Convergence UI is slowed by slowdown effects

Re-reporting, since the previous report over at https://forums.warframe.com/topic/627625-convergence-ui-affected-by-animation-slowdown/ got archived, yet the bug persists to this day.

The special Focus Convergence UI (last 5 seconds countdown + focus gained) is affected by the effects which slow down your Warframe, such as cold procs and stepping on cold floors. Since this UI appears to start when a Convergence pickup is collected, this can result in the final countdown ending (or even starting) only some time after the actual Convergence effect (as indicated in the buff UI) runs out.
