I’m at work but off my head it’s berserker, Condition Overload, primed pressure point, true steel (+the other crit mod), 2 60/60 mods, and a damage/crit damage Riven for like an 8x multiplier. Berserker seems necessary it’s def a little slow, so does CO and u can build for crit and status and could add Reach inplace of the Riven. Blood Rush might also be on there. I think I’m at 600+ slash. The damage gets insane as the combo multiplier rises. There’s some good builds online that are prob better than mine. But so far it does the trick. Lots of fun with Volts 2. Good luck.

Hybrid. Condition Overload/ Blood Rush and Drifting Contact. will work just fine for damage. Thing has ludicrously high Crit and Status to make up for short range and slow swing speed. So you'll probably want at least Berserker in there. If you want Crit Build, basically just build it like Paracesis - it's pretty much that but with more status. Costs a helluva lot of Forma though so keep that in mind. It's the hardest hitting melee in the game, so don't worry too much.

But... if you want a big damage build...

To my knowledge, the theoretical highest would be: Sacrificial Pressure, Sacrificial Steel, Organ Shatter, Condition Overload, Blood Rush, Virulent Scourge, Vicious Frost and either Gladiator Rush or Drifting Contact - not sure which one would help more - Rush adds extra Blood Rush as well through the set bonus but Drifting Contact adds more status. I'm not even sure if it matters at this point. Might come down to if you have Gladiator mods on your frame too, since that'd make the buff stronger still. Using Madurai since it boosts your damage just that tiny little bit more and Valkyr or Volt or something to substitute for attack speed. This combines some of the highest possible base damage on a melee, as much Crit as you can get, Viral to halve enemy health, Status to get Slash Procs and power up CO. You will not need all of this damage. Hell, I'm not sure it's possible to actually get most of its potential out before something dies.

I don't know if this is the true highest... but I'm pretty sure it's starting to out DPS the Death Star already, so I won't pry any further.

Blood Rush and Condition Overload, just like everything else.

which means that also comes along with some flavor of Hit Counter Mod, Organ Shatter, a couple Status Elementals(and probably one or two full Elementals too depending on your later preferences. Primed Fever Strike is pretty tempting here).
i'm sure you're going to want atleast either Primed Fury or Berserker, so keep room for atleast one Speed Mod.

Sacrificial Steel is sometimes worth considering, but it'll matter on your exact situation. Sacrificial Pressure can be ignored.

Heavy Melee have kinda piss poor Range compared to their visual size, so you may or may not desire to add Range.

there is a pure Physical alternative option, but it will require owning Weeping Wounds. (just that, Relentless Combination is basically just a replacement for a Hit Counter Mod, it rarely has a place in any Loadout unless your goal it to only use Melee once or twice a minute in which case Hit Counter Mods kinda suck then anyways)
