Can we get the small sentient figurine as an orbitor decoration after scanning all of the partnership fragments?

I don't understand why we didn't get a sentient figurine as an orbitor decoration after scanning all of the partnership fragments in the corpus gas city?  Just like the thousand-year fish in the plains of eidolon.
