Your issue with being one-shot by explosives is symptomatic of enemy scaling more than a discrepancy in weapon type logic. Enemies have far more health than you do so of course they'll take more explosions to kill, anyone who has killed themselves with their own weapon can attest to this. As a matter the fact i would add to that making Blast damage exclusive to explosive weapons (and weapons with concealed explosives and the other mod that i don't remember it's name) and make a new damage type for frost+heat. That with dmg values for said weapons getting doubled or their crit values getting the same treatment.
