Some augments fit the bill, but most don't. Exlius mods are supposed to be utility or a hybrid (like the drift mods). Putting augments that directly change how warframe abilities work, bastardizes that slot and it's intended role. Perhaps they can add another slot for augments down the road, when we can get the other 60% of mods that no one uses up to par with the 20-30% that are actually used, then find a role for the other 10% that have a niche. You can have power and challenge, while it isn't the greatest game or example - it's the first I can think of that has a similar playstyle to Warframe, Payday 2. Most normal enemies you fight in payday 2 are, easy - they give the power fantasy. They're akin to the normal thug that batman beats down. However, you have special units that can buff these enemies or are mini-bosses themselves with power, armor or influence on the map. Depending where they are on whatever mission you're doing and what you prepared for, they can be a bother, or if you're prepared and ready, a speed bump. It really depends on what's going on (many factors). Like I've said before, you can have the power fantasy, but have enemies that are 'above' that level and require more input from the player. All this talk in-game of Alad V creating new enemies that are just as 'whatever' as others. And the suicide guys at disruption are the only things that end up being 'challenging' but for the wrong reasons, and if you don't have the damage to deal with them - then you can't participate. The problem is though, both ideologies collide with each other, they don't really compliment - the key is to balance them and have them coexist. Going back to payday 2, you can get hit with a sniper on lower difficulties and it feel like a threat with 60-70% of your health going in one shot. However, on higher difficulties (I'll go as high as Deathwish for this example, the last two are masochistic), the sniper will bring you down to 90-95% or might even down you in one shot depending on your build, keeping that feel of them being powerful and a real threat throughout the game. Here in warframe, a sniper isn't a threat until you reach level 90+ and when you're in an endurance mission or disruption/arbitration (faster scaling) it goes from "lol got shot" to "wtf just one shot me"? Fairly quickly. Consistency would be a benefit of improving the scaling, NOX's should be a mini-boss type, so should the drakka masters (and hyena masters) among other special units that Warframe has bombards, heavys gunners etc. Sure, even after being reworked they might not pose much of a challenge still, but at least they have more going for them than being killed slightly slower than typical grunts, while being advertised as big baddies.
