Disappear of the Pheromone Synthesizers is a bug?

I was hunting in ORB Vallis with Pheromone Synthesizers for all species and i bought each of them in three. After i returned from Vallis, i went to The Business in Fortuna to check how many of them were left, and i found either the Pheromone Synthesizers was in zero or three. Those Pheromone Synthesizers which i have applied at least once during the hunting were all showed in zero and those never used were in three still.

i'm pretty sure i haven't applied all three of the Sawgaw Pheromone Synthesizers since only one Sawgaw was hunted in the operation. However, The Business showed me that i got no Sawgaw Pheromone Synthesizers left.

I would like to know if one of the three Pheromone Synthesizers been applied could cause no remaining on this kind of Pheromone Synthesizers after return to Fortuna, whether it's a bug or the  property of Pheromone Synthesizers.
