Can't get Teralyst to spawn?

Question

I'm having issues getting Teralyst to spawn and have no idea what I'm missing or if I'm just having absolutely awful luck.

Background: 

Been playing for years and am absolutely prepared for eidolons.  However, I got so sick of standing grind 9mo-1 year ago that I quit grinding the Quills at tier 2 and just bought the arcanes I thought I needed (r3 Guardian/Energize, r3 +r0 Nullifier, and 2 r3 mag elevates for healing).  Being tier 2 in Quills I cannot glid or use arcanes on my amp, which is either a 2-2-2 or 2-1-2.

Using Oberon P/Chroma P/Volt P, 5 forma Lanka (Split Chamber, Serration, Vig Arm, Vile Accel, Point Strike, Hellfire, Stormbringer, Argon Scope or Vital Sense) Sarpa w/Shattering Impact + Primed Reach to strip armor.  

However, for nearly 2 days straight I've been trying to track Tera down to no avail.  Tried waiting in Cetus and grabbing the bounty as soon as night falls, tried skipping the bounty and going to the plains just before night, traveled straight to the plains from orbiter at the start of night but nothing.  This is approx 10 attempts of me blinking all over the plains for 35 min, occasionally going back to cetus and loading back in, with and without lures.  The funny thing is I find him every time I've been doing a cetus/ghoul bounty and night hits, but in these cases Im not using weapons or loadouts for eidolons.

I'm a stubbornly solo player that really likes to complete everything alone so I'm trying to avoid joining a hunt, although at this point I may have to.  Is there a vital step I am missing or is this just awful rng luck in getting Tera to spawn?

The teralyst should be there, just have to find it. 

What I like to do is the moment I get into the plains jump into archwing and fly straight upwards for a few seconds to gain some altitude. Then look for a blue glowing area. That's the teralyst spawning in.

Otherwise Terry can be annoying to find.

I guess I just assumed draw distance wouldn't allow it to be seen if very far away... Also I did not know that it spawned in after you load in, so that is very helpful info.  Thank you for the tip

I'm still waiting for them to rework, or make a workaround to the time requirements for Eidolon hunting. 

They could take a hint from the Orb fights and make a "story-themed" Bounty instance (like the Profit Taker Orb) that will directly transition it to the beginning of night fall but require an item to be consumed using this method to regulate how many times it can be done without additional work (like the Exploiter Orb).

After the bounty time will transition back to the current shared server time. You probably wouldn't be able to do 5 Tridolon caps in one instance using this method, but it would limit the waiting and rushing for teams when using this alternative.

Hadn't really crossed my mind but it is quite a bit darker, and I remember constantly seeing Tera while wisp farming pre-rework.  There's a good chance I've just been flying over Tera without knowing it.  45 min until night on Cetus so I'm going to try CephalonDizzy's suggestion then

I usually do this too, but twice in a row there was no blue circle, there might be probably is a spawning bug

after 10 minutes flying around the map twice covering all ground, I must conclude that it didn't spawn

I have around 250 caps so it's not like I'm new to this and might have missed something, this has never happened to me in the past.

There's an audible cue which signifies when to look for the blue flash. I just fly up high with archwing and look for it, mark it, get the lure etc. He only really spawns in 3 locations that are too far too see. Just sweep from left to right and you should see the light that signifies his spawn.
