Slow host/server network, relic reward timer start too early then never end mission, until host migration. (Video)

This will most often happen with poor network performance or slow network speed of the host and/or server. Timer starts immediately, 5,4,3,2,1 and nothing, then relic reward shows up very late with no timer so the reward selection may never end until host migration. This happened when I am not host, with high ping at bottom left.

I am guessing the old relic user interface would show it was retrieving information from server, but why does the timer start too early without showing relic rewards?
