Magus Lockdown doesn't work properly if not host

most of the time if you attempt to use lockdown when you are NOT the host:

• The tie-down lines will appear from the ground to the enemies
• the enemies will enter the sleep animation (head down not animated etc)

BUT

they will continue to move at full speed wherever they happen to be going rater than getting actually locked down.  It works fine if you are host.
