Xbox 1 Controller sensitivity is really high

I lowered the in game controller sensitivity down to 0 and it still moves so much it is nearly impossible to shoot anything. Anyone know of a fix or will I just have to not use a controller?

Check your steam big picture mode settings for controller configuration because steam overrides most of the settings in game for some odd reason

being an xbox player, when I play pc I use a controller and don't notice an issue and was able to adjust it to match my xbox settings.  Do you use the steam version? I think that can interfere...

I'm looking at the configuration right now in steam and I can't see any option for sensitivity? Am I just blind?

I finally found a fix in a different forum post. Thanks to the 2 of you who took the time out of their day to offer a explanation. I'll leave the forum post that helped me for anyone else who has this problem if they see this post.
