FORTUNA BOUNTY Terra Jailers do not drop Data Keys

The bug occurs in Save the Hostages stage if

1. it is next bounty taken from the Orb Valis

2. previous bounty had this stage in the same spot as current (bugged) one

It appears to be occuring 100% of the time if those two factors are met. Place itself seems to be irrelevant (happened in 2 different ones).

It makes the stage longer and robs the player of the bonus even if they completed previous and next stages with one.
