I thought we had to be the highest Fortuna rank and fulfill a couple of requirements before we can even see him. Just going out to Orb Vallis on a free run isn't going to get his attention. You're better off going over to the Tower of Profit and getting murdered over there fighting the spider bot that's actually walking around. Good luck.
