Nova 3rd ability

I dont think nova's third ability is very relevant with the new movement system. Has there been any talk about changing it ?

You mean the ability that lets her be the fastest frame in the game? No, there hasn't been any talk of changing it

so you see no use for a nova to be able to go from point a to point b on a open world map faster than the non itzal arcwings.

she can move hostages, drones, grineer defectors through it over a large distance to speed things up.

Changing her 3 is not the answer, nor is changing her kit as a whole.  The only thing Nova might need is a bit more synergy with her kit, and even then that's questionable.  She's a very strong nuking frame that can travel long distances with good timing of her third ability.  Honestly, the only thing I would like changed is her first ability's range be reduced and not modifiable with Range mods, in order to better preserve her damage reduction component.  Aside from that small thing, she's an excellent warframe.
